Work Session Meeting

Roll Call – Mayor Lattimore, Councilors Jacobs and McNabb, Hunter and Dempsey; present.

Staff Members Present – John Salomone, City Manager; Thomas Leone, Corporation Counsel; Debra McCormick, City Clerk; Lisa Green, Comptroller; Gary Giannotta, Police Chief; Mike Quill, Fire Chief.

All stood for the Pledge of Allegiance to the Flag.  Jada Barrette, 3rd grade student at Seward School led the pledge.

Presentations and Proclamations - The City Clerk read a proclamation recognizing the Seward House’s golden anniversary.  Peter Wisbey, Executive Director of the Seward House and member of the Historic and Cultural Sites Commission spoke to Council about the commission’s achievements and accomplishments.  He thanked Council for their support.

The City Clerk read a memoriam honoring Michael A. Orofino, who passed away earlier this year.  His wife accepted the framed memoriam and thanked Council.

Public Announcements – None.

Presentations of Petitions and Communications – The Clerk read.
Councilor Hunter discussed City forms of Government and the City Charter.  He read from several documents that discussed the differences in various forms of city government.  He explained why Councilors can’t meet as a group of more than two with a vendor unless it is public meeting.

Ordinances and Local Laws – None

Work Session

New York State Power Authority – Yan Kishinevsky of the NYSPA spoke to council about his agency and it’s findings.  Mayor Lattimore thanked him and Council discussed.

Bob Mount – Power Innovations – Mr. Mount used a power point presentation to discuss his business and what it would like to do for the City of Auburn.  Mayor Lattimore and Council discussed.  



Public To Be Heard –

Jackie Frost, Clark St. – Read from a document regarding Adelphia and distributed copies to Council.

Dave Colegrove, Director of the Auburn Cayuga Development Committee spoke to urge council to take action on Power Innovations proposal.  He referred to learning speed of members of the City’s appointed Power Authority.

Other Business –
Council Resolution #27 of 2005 authorizing the City Manager to advertise for bids for the 2005 Road Improvement Program.  Vote: Mayor Lattimore, Councilor Jacobs, McNabb, Hunter and Dempsey, aye.  PASSED.

Councilor Dempsey and Mayor Lattimore each mentioned pothole problems in the City.  They specifically asked that attention be paid to the Arterial and North St.

Councilor Jacobs handed out information on a Road Program offered by Cornell.  He asked that the City look at trying to take advantage of it.

Mayor Lattimore commented on the NYCOM conference he attended with Councilor Jacobs and McNabb.  He also commented on the Land Claim Public Hearing held at Cayuga Community College on Wednesday March 9th.  

Mayor Lattimore asked Corporation Counsel Tom Leone if he had sent a letter to Casella regarding the $300,000. due from Rainbow Rubbish.  Mr. Leone responded no and explained why.
